ingle development in early twentieth century British political history. This important change has attracted a great deal of scholarly attention. Why, historians have asked, did this political change occur, when did the liberal party start its long decline. Yet the matter is not do simply divided, for the broad debate has spawned sub-debates, such as the issues of franchise, the New Liberalism and local developments. The conflicting answers revolved around the rise of class-based politics.
In particular, so-called launched the debate. Peter Clarke, a leading historian of the liberal ideas and the Liberal party, argued that a change from the status politics of religion to a class-based socio-economic political system did indeed take place, but this was accompanied by a fundamental shift in the nature of liberalism, in the Liberal party. More contentiously, he argued that New Liberalism supplied that the ideological and political drive, and had the electoral purchase, to make the liberal party a 'viable' medium for working class interests. Shortly, his thesis suggested that New Liberalism adapted well to do the emergence of class politics, New Liberal ideas was responsible for the Liberal revival before the First World War.
This Paper examines the extent to which the British New Liberalism influenced the Liberal social policies of 1908-1914, critically to re-examine the . The first part of the article examines the nature and practical programs of social reform of the New Liberalism, In the following sections, on purpose that the other facts was responsible for the Liberal Party's political success, l examine the New Liberals' attitudes to the Liberal Party, and then their ambitious plans to make the Liberal Party reformative and progressive. I also examine how much the Liberal social policies of 1908-1914; especially The Old Age Pension Act(1908), Peoples' Budget(1909), National Insurance Act(1911), did reflect New Liberal ideas and programs.
As a consequence of these examinations, What I try to make clear is New Liberal ideas had not penetrated far beneath the surface in national and local politics before the First World War. Old ideas and policies were still popular with those who held institutional power at Westminster and in the constituencies. Because of these influences, New Liberal currents were undermined from within by 1914. Strictly speaking, The error of was not so much in spotting that the Liberal party was stronger before 1914 than previous historians had allowed or in spotting that the New Liberalism was a significant force, but in considering the first simply as a function of the second. The Extend to which the New Liberalism influenced an area's politics was not touchstone of the Liberal party's viability. The New Liberalism could reinforce the party's interest in reform and encourage a more populistic approach, but it was not the only attractive feature of Liberal politics.
