ABSTRACT
The Limit of the Welfare State : Lessons from Sweden
Tae-sung Kim
The objective of this study is to explore the limits of Swedish Welfare State, particularly the limits of full employment policy which has been one of key elements of 'Swedish Model'. Three explanations are suggested in the paper as follows : First, changes in world economic environment, particularly world-wide deep recession in the 1970's and high levels of capital mobility under global economy, forced the main objective of Swedish macroeconomic policy to change from a fiscal expansionary policy like full employment policy to a restrictive policy which emphasizes low inflation.
Second, world-wide recession and high levels of capital mobility also weakened labor's power, while strengthened capital's power. So centralized bargaining between labor and capital which has been one of main elements for the success of Swedish model, has been greatly declined. This also contributed to the limits of Swedish welfare state.
Third, decline of manufacturing industry with large number of homogeneous semi-skilled labor, high demand for skilled labor, and fragmentation of labor unions also contributed to the limits of swedish welfare state.
