- To officials promote efficiency of public administration and take charge of national development, government should to improve Official pension system depending on following point.
① If government establishes fundamental long-range policy for organization and managerial regulation of pension fund, it could be possible that preventive, supportable measures.
② To consider the financial limit of current pension fund system, government should to examine the contingent reserve fund system.
It is desirable to official pension system that is considered financial contingency.
③ Government should to consider the shared proportion.
It is need to plan which is raiser the shared proportion of government than official's contributable proportion.
④ It is need to change of policy maker's recognition for pension fund.
Without policy makers's reasonable recognition for pension fund, it is difficult to improvement of pension system policy, broadly.
6. Administrative aspect
(1) political neutrality of officials
- Although detail regulation about political neutrality of officials relatively have been managing, substantially the gap of between actuality and legislation constant problems in our political circumstances.
- There are some ensuring devices of Officials's political neutrality in present democratic country.
① Measures which are protecting officials from extra political intervention enforce, plus, it suppress that active policy participation of officials.
② Career officials should to keep in mind political neutrality themselves as strengthening of official's liberty.
③ It is need to that extension of career official system, maintaining of administrator's administrative ethics and appropriative manpower supplement that control career officials.
(2) Positive policy of official position security
- Official position security is one of indispensable factors. Therefore, official position has features which are official position is more stable than private work and position security is fairly strengthen.
- Preferentially, official position security which is regulated in law should to actualize and it should to strengthen that preventive measure about abuse of the right of personnel management such as un fairness personnel management by personnel manager.
