건국과정에 있어 요구되었던 미덕은 분명히 특별한 것이었다. 미국이 국민의 동의에 기초한 강력한 정부를 세우는 데 성공할 수 있었던 이유는 해밀턴과 같은 지식인-정치가가 있었기 때문이었다. 미국이라는 국가가 태어날 당시 해밀턴은 임의적이고 독재적인 권력 대신에 책임개념을 통해 합리성과 정당성, 현실성을 모두 달성하여, 수많은 가능성들을 위해 요구되는 강한 정부를 얻어내는 데 성공했던 것이다. 또한 헌법제정자들은 17세기 로크가 이론화한 젠틀맨의 진정한 체현이었다. 그들은 명예와 영광에 대한 야욕을 억제하는 대신 전체의 이익을 위해 사용하고자 하였고, 국민들의 이기심을 억누르는 대신에 능력을 발휘하고 야망을 해소할 수 있게 해줌으로써, 유익한 방향으로 통제하는 구조를 고안해냈다. ‘비평등할 수 있는 평등에의 기회’란 자신의 노력에 따라 큰 대가를 얻을 수 있다는 희망 그 자체인 것이다.
