-off relationships among policy alternatives.
The study suggests that the alternative policy values should be compromised between public benefits and private property rights, between the results and the processes of the development, between needs and possiblities, and between the physical best and the social best. Strong leaderships are required to co-ordinate various interests and support the process, recognizing that the urban renewal of inner city areas may bring benefits to all of the related sectors. Development methods for related citizens to express their opinions and be involved in the development processes should be established. Effectiveness should be maximized within constraints, revising irrational legistlations and simplifying complicated admistration procedures.
More concrete devices to correct the existing problems are also introduced. First, flexible development methods should be selected. Current urban renewal districts of inner city ateas should be re-evaluated and various development methods depending on the characteristics of individual districts should be established.
Second, legislative justices should be realized. Property assessment methods and systems should be improved to remove the possibilities to be biased for or against the specific sector. Related taxes should be deducted for the groups who lose due to the urban renewal district appointments while excess development profits should be collected.
Third, countermeasures should be prepared for petty landowners and tenants who are deprived of their grounds by developments. Although current functions should be maintained as much as possible, the estates for emigration should be secured in unavoidable cases. Develoment methods like cycling redevelopment methods might be introduced and legislations should be modified so that residential sites for demolished emigrants may be provided.
Fourth, the effectivenesses of the process should be maximized within several constraints. Administration procedures should be simplified and improved. Various complains about the urban renewal processes of inner city areas are collected and monitored to check whether the related legistlations might be changed or not.
Fifth, leadership should be strengthened to incorporate social capabilities and persuade stubborn individuals. Local governments are recommended to be involved with the projects to co-ordinate the different sectors. Joint sectors by landowners, local governments, public authorities, and private companies should be established to pursue for both public and private benefits. The system might be a mechanism to control the excessive profits or losses automatically. Only small amount of government investment is effective enough to make the participants trust the projects.
