극적인 대응이 요구된다. 다행히 OECD의 농업개혁 규범 그리고 그러한 규범의 실천 결과와 관련하여 비정부기구가 개입할 영역이 존재한다. 비정부기구가 OECD 농업개혁 규범의 실천 폐해에 주목하고, OECD의 요구에 적절하게 대응한다면 우리의 농업이 보다 황폐화되는 것을 막을 수 있을 것이다. 비정부기구가 OECD에 적절하게 대응하려면 비정부기구의 활성화가 선행되어야 하고, 또한 비정부기구의 연대작업 또한 필요하다. 이렇게 되려면 시민들의 적극적인 참여, 정부 및 지방자치단체의 비정부기구에 대한 지원이 요구된다.
